Streamlining Graffiti Cleanup in the Pearl District

The NWCC Humanitarian Team patrols the Pearl District daily, reporting graffiti to help keep our neighborhood clean. However, the City often can’t clean private property without prior written consent, which slows down the process.

You can bypass this delay by filing a Service Agreement today.

The Benefit of Pre-Approval

When you have an agreement on file, it remains valid for one year. If our team reports a tag on your property, the City can dispatch a cleaning crew immediately without waiting for your permission. This streamlined process ensures graffiti is removed before it attracts more tags.

How to Get Free Removal:

  1. Check Eligibility: The City offers free services to many Pearl District properties (primarily small businesses, nonprofits, and specific residential cases). View Requirements Here.

  2. Download the Form: Graffiti Removal Service Agreement (PDF).

  3. Submit via Email: Send your completed form to graffiti@portlandoregon.gov.

Rapid removal is the best deterrent. By coordinating with the NWCC patrols, you help ensure the Pearl District remains a welcoming and vibrant community.
