Northrup Shelter Community Engagement & Services
The Northrup Overnight Shelter is scheduled to open on Tuesday, September 2nd. The City of Portland’s Community Engagement Plan outlines priority services provided around all overnight shelters. In addition to those citywide services, the following specific supports are in place for Northrup Shelter.

Northrup Shelter Hours: Overnight Shelter
Open: 8:00 PM – 6:00 AM
Queuing: Participants are asked to limit queuing until 7:00 PM (one hour before opening in the evening).
Morning Outreach & Participant Support
Daily Outreach (7 days/week): Outreach workers engage with shelter participants each morning, as the shelter closes, to connect individuals with daytime services.
Transition Support: Outreach workers remind participants to vacate the immediate area during the day until one hour before the shelter reopens in the evening. Outreach can assist with transportation needs
Post-Closure Presence: Outreach teams remain in the area for 1–2 hours after closing in the morning, as needed.
Trash, Cleaning & Graffiti Response
Priority Trash/Hazardous Materials: Email PEMO@portlandoregon.gov with details, location, and photos (if possible) to request a response.
Northrup Shelter Cleaning Zone: A dedicated cleaning crew will clean within a two-block radius around the shelter every morning, seven days a week, beginning Tuesday, September 2, 2025 (blocks adjusted as needed).
Power Washing: Occurs around the shelter blocks Monday through Friday, approximately one hour after the shelter closes in the morning.
Pearl District Cleaning: Cleaning by bike crews includes trash pickup, biohazard removal, and graffiti cleanup on city assets.
No Dispatch Service: Please email PEMO@portlandoregon.gov for trash or debris in the public right-of-way.
Person in Need or Campsite Reporting
Reporting: Email shelterservices@portlandoregon.gov for any issues related to shelter participants, including details and location (if applicable).
Campsite Reporting: Submit an online Campsite Report, then email shelterservices@portlandoregon.gov with details and location.
Homelessness Support Resources
Citywide, homelessness is not a crime. However, if individuals are in distress or in unsafe situations, please use the following resources:
Health & Wellness Check: Call 911 and request a Portland Street Response (PSR) wellness check.
Immediate Safety Concerns: Always call 911.
Connection to Services: Call 311 for referrals and support.
